Blue Cross Blue Shield of North Carolina is looking for an IS Systems Business Analyst to join the Usability & Business Analysis team within its IS Business Applications division.

The job description follows.
Serve as an expert in multiple technical/application areas. Support the delivery and/or maintenance of fully functioning system systems (either newly created, customized systems or enhancements to existing systems) that support business objectives. Identify, develop and document detailed functional specifications, including workflows and use cases. Provide consultation and recommend solutions. Ensure integration and coordination across IS. Responsible for working independently on assignments both within unit and outside unit.
Other responsibilities:
- Discover from the stakeholders what the system needs to do and why
- Work with developers to understand technical limitations
- Define the system constraints
- Describe business and user requests in a way that helps designers, architects and developers understand the system requirements
- Collaborate with User Experience Analysts to ensure that the user interface meets the needs and goals of end users
- Provide the basis for estimating scope and time (including planned iterations) for system development.

Requirements
· Two to four years of general business analysis experience required within a consulting environment, i.e., working on projects for external clients · Excellent interpersonal, oral/written communication, and organizational skills · One or more years experience in Joint Application Development (JAD) facilitation · Two or more years experience with client/server-based systems · Three or more years of project analysis experience · Helpful, but not required: Knowledge and understanding of:
· Regulatory and legislative impact on health plans
· Health insurance and plan administration
· Database queries
· Batch and online processing
· Mainframe environments
· All phases of the software development life cycle (SDLC)
· Graphical user interface (GUI) design
· User-centered design methods
