Usability and User Interface Specialist (UUIS) Applications accepted through Dec 12, 2005 until 5 PM.

The City of Bloomington, Indiana is seeking a highly motivated, technically capable individual to join its Information & Technology Services (ITS) department. ITS develops and maintains City e-government applications primarily using Open Source technologies.
The UUIS analyzes workflow, evaluates user needs, designs and develops prototype/production user interfaces, and usability tests applications for desktop and web environments. Responsibilities also include the ground-up redesign of the City's e-government website, serving as both the City's primary webmaster and as an advocate for users of City information systems including City staff and the Bloomington community.

Requirements:
Minimum of a Bachelor's Degree in a Human Computer Interaction (HCI) related field such as human factors engineering, cognitive science, information science, etc. A graduate degree in an HCI-related field is preferred. The ideal candidate will have 3 years or more of experience in usability engineering, including user analysis, interface design, usability testing and the creation of design artifacts to document the same. Experience with user-centered web design, design for accessibility, standards compliant web design with CSS & XHTML, usability testing as well as strong illustration, graphic design and user interface design experience. The successful applicant must also possess excellent written and oral communication skills and must work well in a team environment.

Primary Responsibilities:
* Manages the ongoing assessment of ITS interfaces & functionality, and tests interfaces for effectiveness through a variety of mechanisms, including a program of user testing, online surveys, log and email analysis, and focus groups.
* Documents workflow, researches ongoing user needs prior to and following application deployment, and analyses application effectiveness in meeting those needs.
* Designs and deploys interfaces for ITS developed applications and works with ITS staff in the development of new interface capabilities.
* Responsible for overseeing online help documentation for ITS applications and for occasional project management duties as directed by Systems and Applications Manager.
* Manages the City of Bloomington's website and serves as the City's primary Webmaster.
* Prepares user interface specification requirements documents consisting of conceptual models, process flows, navigational maps, mockups, and/or interaction flow diagrams.
* Contributes to (helps define) and enforce a user interface style guide that will encompass all internally and externally-facing ITS applications.
* Reviews existing applications for inconsistencies and adherence to published style and make recommendations for correcting them.
* Directly edits application source files when necessary. (Requires proficiency with text editors and source-code control systems.)

Desired Skills:
* Knowledge of user interface design, user-centered design methodologies, human factors and usability evaluation practices.
* Bachelor's Degree in a related field such as computer science, information science, human factors engineering, etc.
* Minimum experience equivalent to 3 years through 5 years.
* Documented graphic design skills and a proven track record developing, delivering, and documenting high-quality prototype and production visual interfaces.
* Experience with formal mechanisms for assessment of systems (e.g., contextual inquiry, user testing, survey design and focus groups).
* Understanding of user interaction of command line interfaces, web-based applications, and desktop applications and the ability to custom design for each medium.
* Demonstrated experience developing and communicating user interface design guidelines, templates, and standards.
* Proficiency developing fully standards-compliant and accessibility-conscious websites.
* Experience with Windows, Mac and Unix/Linux systems.
* Exceptional writing and communication skills.
* Ability to work in a multidisciplinary team environment.
* Ability to work in a self-directed environment.

Specifics:
Hours: 8 AM to 5 PM, Monday through Friday, other times as necessary.
Salary: $35,500.00 - $45,000.00
